Chap. 289.—An ACT for the Relief of S. L. McWilliams. [H B 148]
Approved March 30, 1942
Whereas, on May twenty-seventh, nineteen hundred and thirty-six,
S. L. McWilliams, a member of the State police appointed by the Director
of the Division of Motor Vehicles, while on official duty for the Com-
cHs. 289, 290 | ACTS OF ASSEMBLY 411
monwealth of Virginia, was directed by Captain Nicholas of the said
State police to go to a point near Gordonsville, Virginia, to assist in
apprehending a colored man by the name of Wells, and his sister, who
were resisting arrest for a criminal offense with which they were charged,
and who had barricaded themselves in a certain building ; and
Whereas, while in the performance of his duty as such officer it
became necessary for him to crawl a long distance and to go under the
said building in an effort to rescue Sergeant C. W. Carr who had been
seriously injured by gun shot wounds, during which time the said Mc-
Williams was likewise slightly injured by gun shots fired by the said
Wells or his sister ; and
Whereas, the said McWilliams, during his efforts to capture the
said Wells and to rescue Sergeant Carr, lost from his person a wallet
containing the sum of ninety-eight dollars and fifty cents, which loss was
promptly reported to his superior officer in the State police and to the
board of supervisors of Orange County, and which money has never been
recovered by him, and
Whereas, it seems proper that the Commonwealth of Virginia should
reimburse the said officer for this money lost by him while engaged in a
dangerous and necessary public duty, now, therefore,
1. Be it enacted by the General Assembly of Virginia, That the
Comptroller be, and he is hereby, authorized and directed to issue his
warrant on the Treasurer of Virginia in favor of S. L. McWilliams for
the sum of ninety-eight dollars and fifty cents, to reimburse him for the
money so lost, which sum of ninety-eight dollars and fifty cents shall be
in full payment for any and all other claims for either property damage
or personal damage against the Commonwealth, and the Treasurer of
Virginia is hereby authorized to pay to the said S. L. McWilliams the
said amount out of the general fund in the State treasury.
