Chap. 248.—An ACT in relation to traffic regulations to facilitate the movement over
public highways and streets of troops, military vehicles and material affecting
national defense and prescribing the powers, duties and responsibilities of the
Governor and other officials and agencies with respect thereto. [fH B 308]

1. Be it enacted by the General Assembly of Virginia as follows:
Section 1. Powers of the Governor Respecting Public Highways
and Streets.—Whenever a state of war exists between the United States
and any foreign country, the Governor alone, or through such state
departments and agencies as he shall designate, is hereby authorized to:
(a) Cooperate with the agencies of other states and of the Federal
Government in the furtherance of national defense by the formulation and
execution of plans for the rapid and safe movement over public highways
and streets of troops, vehicles of a military nature, materials for national
defense, and all other traffic ; .
(b) Coordinate the activities of the departments or agencies of
this State and its political subdivisions concerned directly or indirectly
with public highways and streets in a manner which will best effectuate
any plan for the rapid and safe movement over the same of troops, ve-
hicles of a military nature, and materials for national defense;
(c) Promulgate rules and regulations and do any and all other
things by him deemed necessary and desirable for the control of traffic
over public highways and streets to accomplish the purpose of this act.
Section 2. Powers of Political Subdivisions.—The chief executive
or the governing body of each political subdivision of this State is hereby
authorized and directed upon request of the Governor to cooperate with
him and any state department or agency designated by him in carrying
out the purposes of this act.
Section 3. Duration of Act——This act shall be in effect only during
the time a state of war exists between the United States and any foreign
country.
Section 4. Effective Date—-An emergency existing, this act. shall
be in force from its passage.
