Chap. 202.—An ACT to transfer to the treasury of Virginia for credit to a special
fund for disposition, for certain purposes, by the Virginia Museum of Fine Arts,
a certain fund, consisting, with accumulated interest, of a gift by one, Conrad
Chapman, to the Commonwealth of Virginia for the purpose of acquiring, if
possible, paintings by the donor’s brother, John Chapman, the younger, which
stands to the credit of “William Hodges Mann, Governor of Virginia, Chapman
Fund” on the books of the First and Merchants National Bank, Richmond,

Whereas, there is on deposit with the First and Merchants National
Bank, Richmond, Virginia, the sum of one thousand, one hundred, twenty-
three dollars and eighty-three cents, or more, under the style of “William
Hodges Mann, Governor of Virginia, Chapman Fund,” which represents,
with the accumulated interest, a principal sum of five hundred dollars
donated, prior to nineteen hundred and twelve, to the Commonwealth of
Virginia, at the instance of one, Conrad Chapman, for the purchase, if
possible, of paintings by his brother, John Chapman, the younger, and
for their preservation, as a memorial to John Chapman, the younger, and
Whereas, this money has been dormant, except as to interest, for
approximately thirty years, and
Whereas, the Executive Committee of the Virginia Museum of
Fine Arts has indicated, by resolution adopted December fourth, nine-
teen hundred and forty-one, a willingness to accept the custody and ad-
ministration of the fund, so as to effectuate, as nearly as possible, the
desire of the donor, now, therefore,
1. Be it enacted by the General Assembly of Virginia, as follows:
The Governor of Virginia, at the time being, is authorized and directed
to draw a check, payable to the Treasurer of Virginia, in the amount then
to the credit of the account under the style, “William Hodges Mann,
Governor of Virginia, Chapman Fund’, on the books of the First and
Merchants National Bank, Richmond, Virginia, and to deliver the check
to the Treasurer of Virginia, who shall credit the amount to a special
fund to be styled, “Virginia Museum of Fine Arts—Chapman Fund”, and
the fund shall be disbursed by the Treasurer, on warrants of the Comp-
troller, upon vouchers, in due form, by the proper officer, for such pur-
pose, of the Virginia Museum of Fine Arts, and the said fund shall be
expended and used for acquisition and preservation of paintings by John
Chapman, the younger, if any available for the amount in hand, or for
any part thereof, and if none are purchaseable within a reasonable time,
or if the fund be not so exhausted within a reasonable time, after passage
of this act, the money, or the unexpended balance thereof, may be used
for the acquisition and preservation of some other work or works of art,
and whatever is purchased shall be held in the memory of John Chapman,
the younger, and appropriate record or records shall be made and pre-
served, by the Virginia Museum of Fine Arts.
2. An emergency exists and this act is in force from its passage.
