Chap. 186.—An ACT to prohibit the use of certain mercurial carroting solutions in
the preparation of hatters’ fur, and the use of certain hatters’ fur in the manu-
facture of hats, in the State of Virginia, and to prescribe penalty for violation.

1. Be it enacted by the General Assembly of Virginia, as follows:
Section 1. Definitions—For the purpose of carrying out the
provisions of this act the following terms are defined :
“Hatters’ fur” is any animal fiber or other substance used in the
manufacture of hats, which is treated or otherwise prepared by the
process of, or, in a manner similar to that of carroting.
“Carroting”’ is the process of treating hatters’ fur with mercury
nitrate or any other solution or material for the purpose of rendering the
hatters’ fur suitable in the manufacture of hats.
“Mercurial carrot” is any solution or material containing mercury
or its compounds in combination with nitric acid or other materials and
used in the carroting or preparation of hatters’ fur.

Section 2. Use of mercurial carrot prohibited—No mercurial carrot
shall be used in the State of Virginia in the preparation of hatters’ fur.
Section 3. Use of certain fur prohibited—No hatters’ fur which
has been treated with mercurial carrot shall be used in the State of Vir-
ginia in the manufacture of hats; provided, however, that any hat manu-
facturer or fur cutter having such hatters’ fur on hand on the effective
date of this act may use such fur until it is consumed.
Section 4. Penalty—Any person, firm or corporation violating
any provision of this act shall be punished by a fine of not less than
twenty-five nor more than five hundred dollars for each offense.
