Chap. 127.-An ACT to amend and re-enact Sections 5 and 19, as heretofore
amended, of an act entitled “An act to amend and re-enact an act entitled an
act to incorporate the town of South Norfolk, in the county of Norfolk, ap-
proved September 11, 1919, as heretofore amended, which town has since be-
come the city of South Norfolk; and to provide a charter for the city of South
Norfolk.”, approved March 20, 1924, said sections relating to the councilmen,
mayor and other officers of the city; and to further amend the said act by
adding a new section numbered 20-a, authorizing the council to establish and
maintain a system of pensions, a plan for group insurance for city employees,
under certain circumstances; and to repeal Section 12 of said act, being Section
12 of the charter of the city of South Norfolk. [S B 149]

1. Be it enacted by the General Assembly of Virginia, That sec-
tions five and nineteen, as heretofore amended, of an act entitled “An
act to amend and re-enact an act entitled an act to incorporate the town
of South Norfolk, in the county of Norfolk, approved September
eleventh, nineteen hundred and nineteen, as heretofore amended, which
town has since become the city of South Norfolk; and to provide a
charter for the city of South Norfolk.”, approved March twentieth,
nineteen hundred and twenty-four, be amended and re-enacted, and that
the said act be further amended by adding a new section numbered
twenty-a, so that the said amended sections and the said new section shall
be as follows:
Section 5. The councilmen, treasurer, commissioner of the revenue
and city sergeant shall be elected for terms of four years, and each shall
serve until his successor shall have qualified. On the second Tuesday in
June, nineteen hundred and thirty-seven, and on the second Tuesday in
June of every fourth year thereafter, there shall be elected from the city
at large two councilmen for terms of four years; and on the second Tues-
day in June, nineteen hundred and thirty-nine, and on the second Tuesday
in June of every fourth year thereafter, there shall be elected from the
city at large three councilmen for terms of four years. The terms of
office of all councilmen hereafter elected shall begin on the first day of
September next succeeding their election. The treasurer, commissioner
of the revenue and city sergeant shall be elected at the general election
held for the election of members of the House of Delegates in November
and immediately preceding the expiration of the terms of office of their
predecessors, and shall take office on the first day of January next suc-
ceeding their election.
The mayor shall be elected by the qualified voters of the city for a
term of four years. The mayor shall receive not less than nine hundred
dollars, nor more than fifteen hundred dollars per annum, and such
salary shall be fixed by the common council and shall not be diminished
during his term of office.
Section 19. The common council shall judge of the election, quali-
fications and return of its members; may compel the attendance of absent
members and punish and fine them for disorderly behavior. Each mem-
ber of the common council shall receive not less than twenty dollars, nor
more than thirty-five dollars, per month. Such compensation shall be
fixed by the common council.
Section 20-a. The said common council shall have the power by
ordinance to establish a system of pensions or group insurance, or both,
for injured, retired or superannuated employees other than those elected
by the people of the city of South Norfolk. Said ordinance may establish
funds for the payment of such pensions or group insurance by making
appropriations out of the treasury of the city, by requiring contributions,
payable from time to time by the employees, or any other combination of
one or more of said methods, or by any other method not prohibited by
law.
Z. Be it further enacted, That section twelve of said act, being
section twelve of the charter of the city of South Norfolk, as heretofore
amended, is repealed.
3. An emergency exists and this act is in force from its passage.
