Chap. 111.—An ACT to authorize the boards of supervisors or other governing
bodies of certain counties to establish and operate retirement systems for certain
employees of such counties, to prescribe the powers and duties of the said
governing bodies with respect to such systems, and to provide for certain
exemptions from legal process in connection therewith. [H B 171]

1. Be it enacted by the General Assembly of Virginia, as follows:
Section 1. The board of supervisors or other governing body of
any county in the Commonwealth having a population according to the
last preceding United States census of more than one thousand per square
mile, and adjacent to a city having a population according to such census
of five hundred thousand or more, is hereby authorized to establish, by or-
dinance, a retirement system for the employees of such county, and from
time to time, to appropriate from the funds under its control such moneys
as shall be necessary for the financing, in whole or in part of such system
when so established.
Section 2. In connection with the establishment, operation, maint-
enance and control of such system the said governing body shall have
the following powers and authority:
(a) To determine what employees of the county or of the county
school board, other than teachers, shall be entitled to membership in the
said system.
, (b) To appoint trustees to administer the retirement system and
its funds.
(c) To prescribe rates of contribution of members, and maximum
and minimum death and disability benefits payable under such system.
(d) To employ such actuarial, medical and legal aid and assistance
in establishing and administering such system as it may deem necessary.
(e) To adopt all such rules and regulations as may be necessary
and proper for the establishment and effective operation of such system.
- (f) To enter into contracts with any life insurance company au-
thorized to do business in Virginia for the purpose of providing death
and disability benefits to members of such system.
Section 3. All benefits accruing under any such retirement system
herein authorized shall be exempt from execution, attachment, garnish-
ment or other legal process against the person entitled thereto, and no
such benefits shall be assignable.
