Chap. 34.—An ACT to prescribe the jurisdiction and authority of police justices
in cities containing not less than 100,000 nor more than 150,000 inhabitants,
to provide for appeals from such police justices, and to provide that this act
shall be supplemental to and not in derogation of existing law. [H B 24)

1. Be it enacted by the General Assembly of Virginia, That in
all cities containing not less than one hundred thousand nor more
preceding United States census, the police justices thereof shall be
conservators of the peace within the corporate limits of their re-
spective cities and within such area beyond such limits over which
jurisdiction is conferred upon the corporation court or courts of such
cities and within such limits shall have concurrent jurisdiction within
the corporation courts of such cities for the trial of all misdemeanors,
and shall have power to conduct preliminary examinations of persons
charged with crime therein in the manner prescribed for justices of
the peace by Chapter one hundred and ninety-two of the Code of
Virginia, and such other jurisdiction, powers and duties as may now
or hereafter be conferred by law.
Said police justices shall also have jurisdiction for the trial of all
offenses against the ordinances of their respective cities, provided
that any such city shall have the right to appeal to the Corporation
Court thereof from any decision of the police justice thereof affecting
the legality or validity of any ordinance of such city; and such police
justices shall have such other jurisdiction, powers and duties as may
be conferred upon them by the council or other governing body of
their respective cities in the exercise of the powers conferred upon
such cities by their respective charters or by general law, not in
conflict, however, with the Constitution and the laws of the United
States and of the State of Virginia.
Any person convicted by such police justice shall have an appeal
of right to the Corporation Court or Courts of such cities as pro-
vided by general law with reference to appeals from justices of the
peace, provided, however, that any such police justice shall have
the power to accept fines and costs within ten days after any con-
viction if any defendant desires to withdraw an appeal which has
been noted.
This act shall be deemed supplemental to and not in derogation
of any other statutes or provisions of the Code of Virginia conferring
jurisdiction upon police justices.
