Chap. 243.—An ACT to authorize the State Highway Commissioner to convey, under
certain circumstances, to the City of Richmond an easement for an alley over the
property located on the south side of Broad Street, between Governor and
Fourteenth Streets, within the City of Richmond, said property being acquired
by the Commonwealth of Virginia for the erection of the Central Highway
Office Building. [H B 363]

Whereas, in the building of the Central Highway Office Building,
it became necessary to acquire certain real estate located on the
south side of Broad Street between Governor and Fourteenth Streets
within the City of Richmond on which there was a twenty foot alley
adjacent to Fourteenth Street, and it became necessary to have this
alley closed to public use and travel; and,
Whereas, the City of Richmond has agreed to adopt an ordinance
abandoning the said alley as a public alley and closing it to use and
travel on condition that the Commonwealth of Virginia will convey
to the City of Richmond an easement for alley purposes over the
property abutting the east line of an alley extending southward from
Broad Street between Fourteenth and Governor Streets; and,
Whereas, the area desired by the City of Richmond to widen its
alley is no longer needed for the purposes of the Commonwealth of
Virginia in building and maintaining the said Central Highway
Office Building; Now, Therefore,
1. Beit enacted by the General Assembly of Virginia, That the
State Highway Commissioner be, and he is hereby, authorized and
empowered to convey in the name and on behalf of the Common-
wealth of Virginia, to the City of Richmond, an easement for alley
purposes over and upon the land acquired by the Commonwealth of
Virginia for the building of a Central Highway Office Building on
the south side of Broad Street, between Governor and Fourteenth
Streets; said land upon which this easement is to be granted is shown
in red lines on a copy of a plan on file in the office of the Department
of Public Works of the City of Richmond, entitled: ‘Proposed Wid-
ening and Closing of Alleys in Block Bounded by Broad, Governor,
Ross and 14th Sts,’’ marked, ‘“‘Drawing No. N-5356” and contains
1,654 square feet: provided, however, the State Highway Commis-
sioner of Virginia shall not execute such a deed unless and until the
City of Richmond closes and abandons the twenty foot alley by a
valid city ordinance.
