Chap. 171.—An ACT to amend and re-enact Sections 608 and 609 of the Code of
Virginia, relating to powers and duties of the State Board of Education.

1. Beit enacted by the General Assembly of Virginia, That sec-
tions six hundred and eight and six hundred and nine of the Code of
Virginia be amended and re-enacted so as to read as follows:
Section 608. The State Board of Education to prescribe the
duties of the Superintendent of Public Instruction, to approve the
appointment of clerks, et cetera, and fix their salaries;—The State
Board of Education shall prescribe the duties of the Superintendent of
Public Instruction, in addition to those duties otherwise prescribed for
him by law, and in its discretion, approve the appointment by the
superintendent of such employees as may be necessary for doing the
work in the office of the Superintendent of Public Instruction, and fix
their salaries. The Superintendent of Public Instruction shall, with-
out additional compensation, serve as secretary of the State Board of
Education.
Section 609. The State Board of Education may adopt by-laws
and promulgate regulations; provision for enforcement of school bus
regulations.—The State Board of Education may adopt by-laws for its
own government, and make all needful rules and regulations not in-
consistent with law for the management and conduct of the schools,
including regulations relating to the construction, design, operation,
equipment, and color of school busses, and shall have the authority to
issue an order prohibiting the operation on public streets and high-
ways of any school bus which does not comply with such regulations,
and any such order shall be enforced by the Division of Motor
Vehicles through the State police. Such rules and regulations not
inconsistent with law when published and distributed, shall have the
force and effect of law until revised, amended or repealed by the
General Assembly, or until such regulations are revised, amended or
rescinded by the said board.
