Chap. 14.—An ACT ceding to the United States of America, upon certain conditions,
exclusive jurisdiction over certain lands adjacent to or near the Hampton Roads
Naval Operating Base, Norfolk, Virginia, and at or near the Naval Proving
Ground, Dahlgren, Virginia, for naval purposes. [H B 51]

1. Beit enacted by the General Assembly of Virginia, That for
the purpose of enabling the United States of America to further the
National Defense at Hampton Roads Naval Operating Base, Nor-
folk, Virginia, and at or near the Naval Proving Ground, Dahlgren,
Virginia, the Commonwealth hereby cedes to the United States of
America exclusive jurisdiction over (1) such lands adjacent to or
near the Hampton Roads Naval Operating Base, Norfolk, Virginia,
lying north of the Virginian Railway and west of Granby Street, as
may have been or may be hereafter acquired by the United States
pursuant to and under authority of the Act of Congress approved
June fourteenth, nineteen hundred and thirty-four (48 Stat., 957),
as amended by the Act approved April twenty-fifth, nineteen hundred
and thirty-nine (53 Stat., Part 1, Chap. 87), including all underwater
lands adjacent thereto and extending to the bulkhead or pierhead line
as now established or as such lines may be hereafter established,
together with all such lands as may be acquired for use as auxiliarv
air fields in connection with the development of the Hampton Roads
Naval Air Station, and also over (2) such lands as may have been or
may be hereafter acquired by the United States for safety zones at
or near the Naval Proving Ground, Dahlgren, Virginia, except such
land which the Commonwealth of Virginia has already acquired as a
right of way leading to the Dahlgren Bridge across the Potomac
River, pursuant to the Acts of Congress approved April fifteenth,
nineteen hundred and thirty-five (49 Stat., 155), and June twenty-
fifth, nineteen hundred and thirty-eight (52 Stat., 1141); provided,
however, that the Commonwealth reserves the right to serve all civil
and criminal processes of the State, on and within said lands; and,
provided, further, that the jurisdiction hereby ceded shall continue
no longer than the United States shall own such lands in fee simple
and they shall be used and occupied by the United States for naval
purposes.
2. An emergency existing this act shall be in force from its
passage.
