Chap. 105.—An ACT to provide that the Judge of the juvenile and domestic rela-
tions court for any city having a population of not less than 100,000 nor more
than 150,000 shall be elected by the General Assembly; to provide for the
compensation of such judges, to prohibit them from practicing law, and to
prescribe the application of general law to such judges and courts. [H B 278]

1. Be it enacted by the General Assembly of Virginia, That,
notwithstanding any provision of any other statute or act to the
contrary, the judge of the juvenile and domestic relations court for
any city having a population of not less than one hundred thousand
nor more than one hundred and fifty thousand, according to the
last preceding United States census, shall be elected by the General
Assembly in the manner prescribed by law for the election of judges
of circuit and corporation courts for a term of six years, the first
term hereunder to begin on January first, nineteen hundred and
forty-one at the end of the term of the judge now in office, and sub-
sequent terms to begin on January first, nineteen hundred and forty-
seven and every six years thereafter; that, beginning with the calendar
year nineteen hundred and forty-one, the compensation of such
judges shall be not less than five thousand dollars per annum, and
the compensation of any such judge shall not be decreased during
his term of office; that no such judge shall engage in the private
practice of law; that none of the foregoing provisions shall apply to
any substitute for any such judge; and that, except as herein other-
wise provided, the said courts and the judges thereof shall be gov-
erned by the general statutes applicable to juvenile and domestic
relations courts of cities containing twenty-five thousand inhabitants
or more.
2. An emergency existing, this act shall be in force from its
passage.
