Chap. 402.——-An ACT to authorize the Governor of Virginia to convey to the
City of Richmond for the purpose of widening Belvidere Street, a certain
strip or parcel of land adjacent thereto, now being a part of the State
Penitentiary property, in return or exchange for two other parcels of land
contiguous to the Penitentiary property, to be conveyed to the Commonwealth,
and to authorize the State Prison Board to use and utilize said last men-
tioned two parcels in connection with the Penitentiary and remove from the
first mentioned strip or parcel of land all buildings, structures, and walls
now situated thereon and reconstruct same. | [S B 216]

1. Be it enacted by the General Assembly of Virginia as follows:
Whenever the City of Richmond, by and through its duly author-
ized officer or officers shall tender to the Governor, a good and suffi-
cient deed, accompanied by abstracts or other evidence of title thereto,
approved by the Attorney General, conveying to the Commonwealth
of Virginia two certain tracts of land situated in the said City of
Richmond, to be used for the purpose of widening Belvidere Street,
and described as follows:
(1) Beginning at a stone at the intersection of the eastern line
of First Street with the northern line of Arch Street, thence west-
wardly along the northern line of Arch Street, projected, 65 feet more
or less to the western line of First Street, thence northwardly along
the western line of First Street 327 feet more or less to a stone at the
intersection of the western line of First Street with the southern line of
Byrd Street, thence éastwardly along the southern line of Byrd Street,
projected, 12.50 feet, thence southwardly along a curved line with a
radius of 150 feet, deflecting to the left 128 feet more or less to
an intersection with the eastern line of First Street, thence southwardly
along the eastern line of First Street 214 feet more or less to the
point of beginning; as shown enclosed by yellow lines on a blue print
copy of drawing No. S-4960, entitled “Suggested Realignment of
Ist Street from Byrd Street to Arch Street”, on file in the office of
the Director of Public Works of the City of Richmond; and,
(2) Beginning at a stone at the intersection of the northern line
of Arch Street with the eastern line of First Street, thence northwardly
along the eastern line of First Street 214 feet more or less; thence
along a curved line with a radius of 150 feet, deflecting to the left in
a general southerly and easterly directon, 61 feet more or less to end
of curve; thence continuing along a straight line 31 feet more or less
to the point of beginning of a curve with a radius of 40 feet, deflecting
to the right, thence along said curve 51 feet more or less to end of
curve; thence southwardly in a straight line 136 feet more or less to
the northern line of Arch Street, thence westwardly along the northern
line of Arch Street 110.23 feet to the point of beginning; as shown
enclosed by green lines on a blue print copy of Drawing No. S-4960
entitled; “Suggested Realignment of 1st Street from Byrd to Arch
Street’, on file in the office of the Director of Public Works of the
City of Richmond.
The Governor is hereby authorized to deliver to the said City
of Richmond, through its duly authorized officer, a good and suff-
cient deed, executed in the name of the Commonwealth of Virginia,
by the Governor, under the lesser seal of the Commonwealth, attested
by the Secretary of the Commonwealth, conveying to the said City
of Richmond a certain strip or parcel of land situated in said City,
being now within the grounds of the State Penitentiary, and de-
scribed as follows:
Beginning at a stone at the intersection of the northern line of
Spring Street with the eastern line of Belvidere Street; thence north-
wardly along the eastern line of Belvidere Street 782.32 feet to a
stone at the intersection of the eastern line of Belvidere Street with
the southern line of Byrd Street, thence eastwardly along the southern
line of Byrd Street 31.43 feet; thence southwardly in a straight line
783.04 feet to the northern line of Spring Street; thence westwardly
along the northern line of Spring Street 26.62 feet to the point of
beginning; as shown enclosed by red lines on a blue print copy of
sheet one of drawing No. T-4942 entitled, “Proposed Widening of
Belvidere Street from Spring Street to Main Street and Acquisition
of Land for Park Purposes”.
(3) Whenever the said lands are conveyed to the Commonwealth
as above provided, the State Prison Board is hereby authorized to
take possession of same and utilize it for use in connection with the
State Penitentiary, and is further authorized, out of moneys appro-
priated to the Penitentiary, to remove from the lands conveyed to
the City of Richmond the present wall and all buildings and structures
situated thereon, and reconstruct the same on such other ground as
may be suitable and available for the purpose.
(4) An emergency existing, this act shall be in force from its
passage.
