Chap. 313.—An ACT to provide that no rule or regulation of the State High-
way Commission or the State Highway Commissioner shall prevent the
operation of certain motor vehicles on a part of Route No. 2 of the State

I. Be it enacted by the General Assembly of Virginia, That no
rule or regulation made or issued by the State Highway Commission
or the State Highway Commissioner shall prevent the operation of
motor vehicles originating on route number two between Bowling
Green in Caroline county and the city of Richmond from transporting
property for compensation on that part of route number two of the
State highway system which lies between Bowling Green in Caroline
county and the city of Richmond, where the cargo carried on any
such motor vehicle does not exceed one thousand pounds.
