Chap. 262.—-An ACT to create a sanitary district in Chesterfield county; to
prescribe the powers and duties of the board of supervisors of such county
as to such district; to provide for the construction, acquisition, maintenance
and operation of certain public utilities and services in such district; and
to provide that the said board of supervisors shall, with respect to such
district, have all such powers and duties as are imposed upon boards of
supervisors with respect to sanitary districts by general law. [fH B 452]

1. Be it enacted by the General Assembly of Virginia as follows:
Section 1. A sanitary district is hereby established in Chesterfield
county, Virginia, to be known as “Manchester Sanitary District Num-
ber One”, consisting of the territory within the following boundaries,
to-wit:
Beginning at a point on the easterly side of the Richmond and
Petersburg turnpike in Manchester magisterial district, one hundred
and thirty-seven feet south of the southern line of Warwick avenue
as shown on a map of the plan of Melrose as recorded in plat book
one, page three hundred and twenty-two of the clerk’s office of the
circuit court of Chesterfield county, Virginia; thence running east-
wardly and parallel with the southern line of said Warwick avenue
to the western line of Fourth avenue shown on said Melrose plan;
thence southwardly and parallel with the eastern line of the Richmond
and Petersburg turnpike to the right of way of the Seaboard Air Line
Railway Company; thence still southwardly along the western line of
the right of way of the said Seaboard Air Line Railway Company
to the northern line of the lands of E. I. Dupont de Nemours and
Company, Incorporated; thence westerly along the said northern line
of the property of E. I. Dupont de Nemours and Company, Incor-
porated, to the eastern line of the said Richmond and Petersburg turn-
pike; thence northwardly along said eastern line of said turnpike to
the southern line of Bell’s road where the same crosses the said turn-
pike; thence westerly along the said southern line of said Bell’s road
to the eastern line of the Atlantic Coast Line Railroad Company’s right
of .way; thence northwardly along said eastern line of said Atlantic
Coast Line Railroad Company’s right of way to a point thereon where
the said right of way line touches the southwesterly corner of a tract
of land owned by the said Atlantic Coast Line Railroad Company ;
thence eastwardly along the southern line of the tract of land owned
by the said Atlantic Coast Line Railroad Company to the western
line of the Richmond and Petersburg turnpike; thence eastwardly
across the said turnpike to the eastern line thereof; thence northwardly
along the said eastern line of said Richmond and Petersburg turnpike
to the point of beginning.
Section 2. The governing body of said district shall be the board
of supervisors of Chesterfield county, and said board shall have the
powers and duties, subject to the conditions and limitations therein
set out, as are imposed in and provided for in an act of the General
Assembly of Virginia entitled an act to provide for the creation of
sanitary districts in counties of the State adjoining a city having a
population, according to the last preceding United States census, of
one hundred and seventy thousand inhabitants or more; to prescribe
the powers and duties of the board of supervisors of such counties as
to the construction, acquisition, maintenance and operation of water
supply, sewerage, light and power and gas systems in such districts;
and to provide for issuance of county bonds; to provide funds for es-
tablishing and operating such public utilities in said sanitary districts,
approved March seventeenth, nineteen hundred and twenty-six, and
in all acts amendatory thereof, and in addition thereto shall have such
powers and duties with respect to such sanitary district as are imposed
upon boards of supervisors with respect to sanitary districts by general
law.
2. An emergency existing, this act shall be in force from its
passage.
