Chap. 239.—An ACT to amend an act entitled “An act to provide a new char-
ter for the city of Portsmouth”, approved March 10, 1908, as heretofore
amended, by adding thereto a new section numbered 23-b, relating to the
construction, acquisition, maintenance and operation of bridges and tunnels
and the issuance of bonds for such purpose. [S B 242]

1. Be it enacted by the General Assembly of Virginia, That an
act entitled “An act to provide a new charter for the city of Ports-
mouth’, approved March tenth, nineteen hundred and eight, as here-
tofore amended, be amended by adding thereto a new section numbered
twenty-three-b, which new section shall read as follows:
Section 23-b. In so far as not prohibited by the Constitution of
Virginia. The city of Portsmouth shall have power and authority
to acquire by purchase, gift, or otherwise, or to construct, a bridge
or bridges, a tunnel or tunnels, over, under and across the Elizabeth
River and the southern branch thereof between the cities of Norfolk
and Portsmouth, and the county of Norfolk and the city of South
Norfolk, and to acquire an interest in any such bridge and/or tunnel
or stock in a corporation organized to operate any such bridge or tun-
nel, and to unite and contract with any other city and county in this
State or with any individual or corporation for the purpose of acquiring
or establishing any such bridge or tunnel, and to maintain and operate
the same or unite and contract with any other city or county in this
State or any individual or corporation for the maintenance or opera-
tion of the same, and to collect or receive tolls, fees, rents, and other
revenue therefrom.
The city of Portsmouth, in addition to the power granted it for
the purposes enumerated in section thirty-two-a of its charter, shall
have power and authority to borrow money, incur indebtedness and
issue bonds for the acquisition, maintenance and operation of any such
bridge or tunnel in the manner provided in said section.
