Whereas the post of butler at the Governor’s Mansion was for
many years filled by Winston H. Edmunds, whose efficiency, courtesy
ind loyalty earned for him the confidence and respect of his employers
ind of the people of Virginia.
And whereas the said Winston H. Edmunds died while in the
service of the State as such butler.
Therefore, there is hereby appropriated out of the general fund of
the State treasury, for the erection of a suitable commemorative monu-
ment or tablet to the said Winston H. Edmunds, of a design and on
1 site to be selected by the Governor, or by some one designated by
him, the sum of $250.00.
This appropriation shall be disbursed on warrants drawn by the
Comptroller on the State Treasurer, issued on vouchers signed by
the Governor.
