1. Be it enacted by the General Assembly of Virginia, That the
Code of Virginia be amended by adding thereto a new section, num-
bered ten hundred and six-a and reading as follows:
Section 1006-a. Additional Powers of State Hospital Board;
Appropriation.—In addition to the powers heretofore conferred, and
the duties heretofore imposed, upon the State Hospital Board, the
said State Hospital Board is hereby vested with all of the powers
and duties previously vested in and imposed upon the Commissioner
of the State Hospitals for the Insane, immediately prior to the abo-
lition of the office of the Commissioner of State Hospitals for the
Insane by section one hundred and fifty-two of the Constitution of Vir-
ginia, in so far as such powers and duties are not in conflict with other
provisions of law now in effect. The State Hospital Board is also
authorized and empowered to establish such system of administration,
effect such organization, employ such persons, and adopt such rules
and regulations, as it may deem proper to enable it to exercise the
powers and discharge the duties conferred and imposed by law upon
the said board. The compensation of such employees shall be fixed
by the board within the limits of appropriations made by the General
Assembly; all salaries or remuneration in excess of one thousand dol-
lars per annum shall, however, first be approved by the Governor.
2. Be it further enacted by the General Assembly of Virginia,
That sections ten hundred and nine, ten hundred and eleven, and ten
hundred and twelve of the Code of Virginia be, and the same are hereby,
repealed.
