Chap. 219.—An ACT to appropriate the sum of $10,000.00 toward the purchase
of the birthplace of James Monroe, by the Monroe Birthplace Monument
Association. [S B 47]

Whereas, the Monroe Birthplace Monument Association has beet
organized, the object of which is to purchase and develop the birth:
place of President James Monroe, and to convert the same into ¢
national shrine; and
Whereas, the said association has entered into contracts for th
purchase of a portion of the plantation on which is located the hom
of Spence Monroe, father of James Monroe, where James Monro
was born, for the consideration of fifteen thousand dollars, Now
Therefore,
1. Be it enacted by the General Assembly ot Virginia, That th
sum of ten thousand dollars is hereby appropriated out of the genere
fund in the State treasury, to be applied on the purchase price 0
said land, which appropriation shall be available when the residue o
the contract price, to-wit, five thousand dollars, has been raised b
the said association, and shall be then paid by the Treasurer to th
said association, on the warrant of the Comptroller, issued in its favo
This appropriation of ten thousand dollars shall be available for
expenditure only to the extent that the Governor certifies to the Comp-
troller in writing that, in his judgment, such expenditure will not
create or add to a deficit in the general fund of the treasury, during
the biennium which ends June thirtieth, nineteen hundred and forty.
