Chap. 50.—An ACT to amend and re-enact Section 81-a of an act entitled “an
act to provide a new charter for the city of Richmond,” approved March 24,
1926, as heretofore amended, in relation to the Department of Public Utilities.

1. Be it enacted by the General Assembly of Virginia, That section
eighty-one-a of an act entitled “an act to provide a new charter for the
city of Richmond,” approved March twenty-fourth, nineteen hundred
and twenty-six, as heretofore amended, in relation to the Department
of Public Utilities, be amended and re-enacted so as to read as follows:
Section 81-a. The said Director of Public Utilities shall have the
general management and control of the water works, gas works and
the electric plant of the city of Richmond, and in this connection,
shall be authorized and empowered, in his discretion, to take such steps
and employ such means as he shall deem expedient and desirable to
encourage the use of gas appliances and increase the sale of gas, in
order to preserve the income now derived from the gas works, and
enhance its value to the city of Richmond. The said director shall also
be authorized to appoint a manager of each one of said enterprises, to
serve during good behavior, who shall have and exercise, under the
direction of said director, the immediate control of the enterprise of
which he is so appointed manager, and such other officers, assistants,
clerks and employees as he may deem necessary for the proper admin-
istration of his department, subject, however, to the approval of the
advisory board, as hereinbefore provided, but such officers, assistants,
clerks and employees may be removed at any time by the said Director
of Public Utilities.
2. That all acts or parts of acts in conflict with this act, be and the
same are hereby repealed.
3. An emergency existing, this act shall be in force from its passage.
