Chap. 328.—An ACT to prohibit any and all institutions owned and operated by
the State of Virginia from selling or exchanging seed corn to be used for
agricultural purposes in the State of Virginia, unless to such institution or
institutions as may be entirely owned and operated by the State of Virginia
and entirely supported by State funds. [S B 290]

Whereas, the seed farmers of the State of Virginia, providing seed
corn for sale, should not be subjected to competition by the sale of
seed corn produced by penal institutions in the State of Virginia; now,
therefore,
1. Be it enacted by the General Assembly of Virginia, That no
penal institution owned and operated, or operated, by the State of
Virginia, shall sell or exchange seed corn to be used for agricultural
purposes, in the State of Virginia on the open market.
2. Any one or more farmers of Virginia producing seed corn for
sale, feeling aggrieved by any violation of this act shall have the
right to apply to the circuit court of the city of Richmond for relief
against such institution so violating the terms hereof, by injunction
or mandamus or other appropriate remedy either at law or in equity.
