Chap. 310.—An ACT to authorize the board of supervisors of the county of
Stafford to maintain and operate a water or sewerage system, or both, in the
village of Falmouth in the said county, and to prescribe their powers and
duties with respect to such maintenance and operation. [H B 540]

1. Be it enacted by the General Assembly of Virginia, as follows:
Section 1. The board of supervisors of the county of Stafford is
authorized and empowered to maintain and operate a sewerage system,
to be known as the Falmouth sewerage system, and a water system, to
be known as the Falmouth water system, or either of such systems, in
the village of Falmouth in the said county, such systems to be con-
structed and installed without expense to the county of Stafford.
Section 2. Upon the completion of such system or systems the
board of supervisors shall have the following powers and duties with
respect thereto:
(a) To fix and prescribe the rates of charge for connections with
and for the use of any such system or systems, to provide for the col-
lection of such charges, and to make the charges for the use of such
sewerage system a lien on the real estate served by such system.
(b) To negotiate and contract with any person, firm, corporation
or municipality with regard to the connections of any such water system
with any other system now in operation or hereafter to be established.
(c) To employ and fix the compensation of any technical, clerical
or other force and help which from time to time, in their judgment,
may be necessary for the operation and maintenance of any such sys-
tem or systems.
Section 3. All moneys derived from connections with and the use
of such system or systems shall be applied by the said board to the
maintenance, and operation thereof, and to the construction of such
additions thereto and extensions thereof as in their judgment may
seem best.
2. An emergency existing, this act shall be in force from its passage.
