Chap. 241.—An ACT to create a commission to determine the probable cost of
old age pensions or old age assistance in Virginia during each year of a ten-
year period beginning with the year 1938; to prescribe the rights, powers
and duties of the said commission; and to appropriate to the said commission
the sum of $20,000.00 for the purpose of carrying out the provisions of this

1. Be it enacted by the General Assembly of Virginia, as follows:
Section 1. There is hereby created a commission to study the
probable cost of old age pensions or old age assistance. The said com-
mission shall consist of seven members. Two of the members shall be
appointed by the Lieutenant Governor from the membership of the
Senate of Virginia; three of the members shall be appointed by the
Speaker of the House of Delegates from the membership of the House
of Delegates of Virginia; the other two members shall be appointed by
the Governor. The members of the said commission shall serve with-
out compensation, but shall be paid the actual hotel and traveling ex-
penses incurred by them in the performance of the duties imposed
upon them pursuant to the provisions of this act.
Section 2. The said commission shall make such investigation,
study and survey as it shall deem necessary to determine the probable
cost to the Commonwealth and its subdivisions of any adequate sys-
tem or plan providing for old age pensions or old age assistance in
the Commonwealth during each year of the ten-year period beginning
with the year nineteen hundred and thirty-eight, and shall make a
report of its findings and recommendations to the Governor at least
sixty days prior to the next regular session of the General Assembly.
Section 3. The commission is hereby authorized and empowered
to employ such persons as it shall deem proper to enable it to per-
form the duties herein imposed. Such employees shall serve at the
pleasure of the commission and shall receive such compensation as
shall be approved by the commission, provided that no such employee
shall receive any compensation greater than one thousand dollars per
annum except with the approval of the Governor.
Section 4. In order to provide for the expenses of the said com-
mission, and of the members of the said commission, incurred in the
performance of the duties imposed by this act there is hereby appro-
priated to the commission out of any moneys in the State treasury not
otherwise appropriated the sum of twenty thousand dollars or so much
thereof as shall be necessary; the amount hereby appropriated shall
be paid out by the Treasurer on warrants of the Comptroller, issued
upon vouchers signed by the chairman of the said commission or such
other person or persons as shall be designated for such purpose.
