and Dog Code of Virginia, relating to permits to deal in furs. [S B 161

I. Be it enacted by the General Assembly of Virginia, That sectior
thirty-two of the Game, Inland Fish and Dog Code of Virginia, be
amended and re-enacted so as to read as follows:
Section 32. Other permits.—Any person, or firm, may exercise the
privileges of the permits hereinafter provided by making applicatior
to the commission on forms supplied by it and paying the required fee
It shall be unlawful to do so until such permit is granted. Any person
or firm, violating the provisions hereof shall be deemed guilty of a mis-
demeanor and upon conviction shall pay a fine of not more than one
hundred dollars, and the permit shall be revoked. Permits (f), (g).
(h), (1), and (j) shall be discretionary with the commission. All per-
mits shall run from July first to June thirtieth of the following year.
(a) Permit to buy the hides and furs of wild animals direct from
individual trappers by canvassing or soliciting from place to place, such
permit to be issued in the name of the firm or individual engaging in the
business, and entitle the permittee to one canvasser or solicitor, whose
name shall also be shown on said permit:
Statewide permit, good in any and all counties of this State; price,
nonresident, seventy-five dollars: resident, twenty-five dollars.
County permit, good only in the county named on the face thereof,
price nonresident, twenty-five dollars : resident, ten dollars.
Duplicates of the original permits for other canvassers or solicitors,
in addition to one as above provided, the name of such additional can-
vasser or solicitor to be shown on each duplicate, may be obtained by
nonresident permit holders for fifteen dollars each, and by resident per-
mit holders for five dollars each.
(b) Permit to buy the hides and furs of wild animals direct from
trappers, from a fixed and established place of business, but not to
canvass or solicit in person or through representatives outside of such
fixed place of business; pice, nonresident, twenty-five dollars; resident
five dollars. Licensed merchants shall have the right to deal in hides
and furs on their merchants license, but shall make report thereof as
otherwise required by this act.
(c) Permit to buy the hides and furs of wild animals from holders
of permits (a) and (b), but not to buy direct from trappers; price, non-
resident, twenty-five dollars: resident, five dollars.
Each permit holder shall report to the commission the total amount
paid for the hides or furs of wild animals bought direct from trappers,
he species of animals from which taken and the number of each dif-
ferent kind during each permit year, which report shall be filed not
ater than July tenth for the preceding year.
(d) Permit to trap, except with box or rabbit traps, on the lands
yr waters of another; price, nonresident State, fifty dollars; resident
State, five dollars; resident county, good only in the county named on
he face thereof, one dollar and fifty cents, provided that no such permit
shall be required of resident persons under sixteen years of age.
The commission shall issue free permits to tenants, renters or lessees
yf landowners to trap upon said lands and waters, upon written applica-
ion of the landowner. Nothing herein shall be construed as authoriz-
ing any person to trap upon the lands or waters of any gun club, associa-
tion or preserve as a landowner, tenant, renter or lessee without having
first purchased a permit.
(e) Permit to raise foxes or rabbits and hares, other than the
native Virginia species, for the sale of their fur or carcass, alive or
dead, or parts thereof; price, five dollars ; provided that no such per-
mit shall be required of those having foxes or hares and rabbits for
their own use or as pets.
(f) Permit to a resident to catch fish in inland waters with either a
dip net, a fyke, or gill net; price, one dollar; with a haul seine, two
dollars and fifty cents.
(g) Permit to a taxidermist to stuff game birds or animals legally
acquired for sale; price, five dollars.
(h) Permit to a person of known scientific attainment in ornithol-
ogy, the agent of a public museum or a teacher of ornithology, author-
izing the taking of a limited number of birds, their nests and eggs
therein for scientific study ; no charge for permit.
(i) Permit to a resident to capture and hold in captivity wild birds
and animals and fish for breeding and liberation of those raised in the
hunting fields and inland waters for the purpose of increasing the sup-
ply; no charge for permit.
(j) Permit to a resident to capture and hold in captivity in winter
weather wild birds and wild animals which must be properly fed, pro-
tected and kept alive and liberated when and as the commission may
direct; no charge for permit.
