1. Be it enacted by the General Assembly of Virginia, That the
State Highway Commissioner, with the approval of the Governor, be,
and he is hereby, authorized and empowered to destroy or have destroyed
papers and records of the department of highways after they have re-
mained in its offices for three years, which are of no permanent useful-
ness and which it is unnecessary to preserve as permanent records.
