Whereas, J. M. Blackwell, then a resident of Mecklenburg county,
was driving a wagon, drawn by a mule, over a bridge on one of the
public roads in said county, on the eleventh day of April, nineteen hun-
dred and thirty-two, which bridge was in such bad condition, due to
the negligence of the road authorities of the county, that the said mule
slipped thereon and was thrown, together with the wagon, into the
stream under said bridge, as a result of which, and without fault upon
the part of the said Blackwell, the mule was drowned and the wagon
was completely destroyed; now, therefore,
1. Be it enacted by the General Assembly of Virginia, That the
board of supervisors of Mecklenburg county be, and it is hereby, au-
thorized and empowered to compensate the said J. M. Blackwell for
the loss so sustained by him, in such amount as said board may deem
proper, the same to be paid out of the general funds of the county.
