1. Be it enacted by the general assembly of Virginia, That the
Code of Virginia be, and it is hereby amended by enacting, and adding
thereto, a new section to be designated as section twenty-seven hundred
and twenty-seven-k, and to read as follows:
Section 2727-k. In any county having a density of population of
five hundred, or more, to the square mile, the board of supervisors
shall have the right to direct the raising by a single, or unit, levy, such
a sum as may be necessary to defray the county charges and expenses
and all necessary charges incident to, or arising from, the execution of
their lawful authority, other than such sums as may be necessary for
school purposes and for sinking funds for the payment of bonded in-
debtedness, where required by law, which last mentioned sums shall be
raised by separate levies ; provided, however, that the rate of such unit
levy on the property subject thereto, in any incorporated town in any
such county, shall be reduced in the proportion that the total amount
budgeted, or allocated, by the board of supervisors for the several pur-
poses for which the board may not have authority to make a levy in
stich town, bears to the total amount that would be raised by such unit
levy if applied to all the property subject to local levies, in the entire
county.
