Chap. 33.—An ACT to empower the council of the city of Martinsville to provide
certain limited compensation to members of the council and to members of cer-
tain committees thereof, for specified services; and to empower said council to
ppoint a committee or board to make purchases for said city and to audit and
authorize the payment of accounts against the city within limitations and under
regulations as prescribed by said council, and to perform other functions in re-
gard to the conduct of the municipal affairs of said city. [H B 41]

1. Be it enacted by the general assembly of Virginia, That the
council of the city of Martinsville shall be, and is hereby, authorized
and empowered to make allowances payable out of the city treasury
as follows, to-wit: ,
(a) To each member of said council a sum not to exceed four dol-
lars per meeting of the council for each regular, two dollars for each
adjourned or special meeting actually attended by such member and
not to exceed in the aggregate as to any one member, the sum of
eighty dollars per annum.
(b) To each member of the committee or board hereinafter au-
thorized to be created, a sum not to exceed one dollar per meeting for
each meeting actually attended by such member of such committee or
board, and not to exceed in the aggregate as to any one member, the
sum of fifty dollars per annum; and
(c) To each member of the finance committee of said council, not
more than three in number, a sum not exceeding one dollar per hour
for each hour during which such member of said finance committee
shall be actually engaged in auditing the financial affairs of said city
and not to exceed in the aggregate as to any one member of such fi-
nance committee, the sum of fifty dollars per annum.
2. Said council of said city is hereby further authorized and em-
powered to appoint a committee, or board, to be composed of three
members thereof, who shall be charged with the duty of meeting at
least once a week for the purpose of passing on and authorizing pur-
chases which may be necessary and proper to be made for said city
and to audit and authorize the payments of accounts against said city,
within the limitations and under regulations prescribed by the coun-
cil. Said council may also authorize said committee or board to per-
form any other duty in relation to the management and conduct of the
business and affairs of said city that in the discretion of said council
may seem advisable and proper and which said council, under the laws
applicable to the government of said city, may have the right to dele-
gate to said committee or board.
~ 3. Any ordinance or orders heretofore adopted by the council of
said city providing for compensation to councilmen or members of
committees of the council performing like services to those above pro-
vided for and not in excess of the compensation above provided for,
are hereby validated and ratified.
4. Any provision in the charter of said city or in the general laws
of the State in conflict with the provisions of this act are hereby re-
pealed in so far as said city of Martinsville is concerned.
5. An emergency existing, this act shall be in force from its
passage.
