Chap. 277.—An ACT to authorize co-operation on the part of the proper au-
thorities of the State of Virginia with the National capital port authority for
the purpose of promoting navigation and commerce in the area served and to
be served by the National capital port. [H B 362]

Whereas, a bill has been introduced into the congress of the United
States to create the National capital port authority; and
Whereas, the areas to be controlled and supervised by said port
authority are the waters and waterfront of the Potomac and Anacostia
rivers withtin the original ten-mile square of the District of Columbia ;
and
Whereas, the waterfronts of the city of Alexandria and the county
of Arlington are included in the area to be controlled and served by
said port authority; and ,
Whereas, the purpose of said legislation is to promote navigation
and commerce between said port and other ports in the State of Vir-
ginia and elsewhere; and
Whereas, shipping lines, railroads and other transportation agencies
traverse the State of Virginia going in and out of said port; and
Whereas, said proposed legislation provides that the National capi-
tal port authority be under the direction and control of certain com-
missioners, one of whom shall be selected by the county board of
Arlington county and one of whom shall be selected by the council of
the city of Alexandria; and
Whereas, it is desired to make provisions whereby the State of
Virginia may co-operate with the National government in such under-
taking; now, therefore,
1. Be it enacted by the general assembly of Virginia, That the
governor of Virginia is hereby authorized and directed to co-operate
with the National capital port authority and to designate the members
selected by the county board of Arlington county and the council of
the city of Alexandria to represent the State of Virginia on said Na-
tional capital port authority.
2. That the State corporation commission and the port authority
of Virginia are hereby authorized and directed to confer and co-operate
with the National capitol port authority in such matters as they deem
of mutual interest and advantage. ,
3. That the governor is hereby authorized to direct the co-operation
of any other agencies of the State of Virginia that he may deem proper
and advantageous;
4. That the city of Alexandria and the county of Arlington are
hereby authorized to make such financial contributions as they may
deem proper for the development of said port either within their own
port areas or to the general fund of the port authority, and each of
these governmental units is further authorized to issue bonds for
this purpose.
5. That the representatives of the State of Virginia on said port
authority commission are authorized and directed to report to the next
session of the general assembly of Virginia progress of the work of
the National capital port authority and recommendations concerning its
further development.
6. Should any part of this act be held unconstitutional, it shall
nevertheless continue in full force and effect as to the provisions thereof
which are constitutional.
7. An emergency existing, this act shall be in force from its
passage.
