1. Be it enacted by the general assembly of Virginia, That section
one thousand four hundred and eighty-nine of the Code of Virginia be
amended and re-enacted so as to read as follows:
Section 1489. Health commissioner.—The governor shall appoint
a health commissioner, who shall be a physician, a graduate of a
medical college which is now, or was at the time of his graduation,
recognized by the Virginia State board of medical examiners as a
college giving proper instruction. The appointee shall be skilled and
experienced in the administration of public health duties and versed
in sanitary science, and otherwise fitted and equipped to execute the
duties incumbent upon him by law. The health commissioner shall be
the executive officer of the State board of health, but shall not be a
member thereof. He shall hold the office for the term of four years.

his headquarters in the city of Richmond. The health commissioner
shall receive such salary as is fixed by law, and shall devote his entire
time to his official duties. The commissioner shall perform such
duties as the State board of health may require, in addition to the
other duties required by law. He shall be vested with all the authority
of the board when it is not in session, and subject to such rules and
regulations as may be prescribed by the board. It shall be his duty to
institute and, together with his assistants, to carry out such a course of
lectures and demonstrations as he may deem advisable in various sec-
tions of the State and in the State educational institutions, to the end
that the medical profession and the people of the Commonwealth may
be instructed in matters of hygiene and sanitation. It shall be the duty
of the health commissioner, whenever required so to do, to furnish to
the governor and to the general assembly, when in session, such in-
formation as may from time to time be required, and he shall make
an annual report to the governor of all expenditures made by the State
board of health and by himself, and of persons under him.
