Chap. 235.—An ACT to provide that during periods of unemployment citizens of
Virginia shall be employed for the labor in connection with the work on roads,
highways, etc., whenever and wherever the State highway commissioner deems
the same available and efficient. [S B 350]

1. Be it enacted by the general assembly of Virginia, That when-
ever and wherever, in the judgment of the State highway commis-
sioner, there is available in this State an unemployed surplus of citizens
of Virginia, such citizens shall be employed for the labor in the con-
struction and/or maintenance and/or reconstruction of roads, high-
ways, bridges and culverts by this State, including the department,
divisions, institutions and agencies thereof, whenever and wherever, in
the judgment of the State highway commissioner, such citizens may
be efficiently employed in connection therewith.
2. The State highway commissioner is hereby vested with authority
and charged with responsibility for the enforcement of this act.
