Chap. 213.—An ACT to prescribe the jurisdiction of the State of Virginia over
lands in Virginia, acquired by, and/or under the control of, the United States,
over matters and things arising on, and over persons and property of persons
residing on, such lands. [H B 290]

1. Be it enacted by the general assembly of Virginia, That the
State of Virginia is hereby declared to have, and retain, and shall ex-
ercise, concurrent jurisdiction with the United States, over any and
all lands in Virginia under the control of the United States, and over
any and all lands in Virginia heretofore acquired, or hereafter ac-
quired by the United States, with the consent of the State of Virginia,
by purchase, lease, condemnation, or otherwise, for forts, magazines,
arsenals, dock-yards, custom-houses, court houses, post offices, na-
tional cemeteries, soldiers’ homes, terminals, cantonments, military or
naval camps, bases, or stations, storage places, target ranges, or other
public grounds or buildings, or for the conservation of forest or na-
tural resources, or for the improvement of rivers, harbors and coast
defenses, or for any other purpose whatsoever, and in and over all
matters and things, causes and causes of action arising or occurring
on any of said lands, and over the persons and property of persons
residing on said lands or any of them, and over any and all private or
corporate business or commercial enterprise conducted therein or
thereon, for any and all purposes whatsoever, not in conflict with the
Constitution of the United States and acts of Congress passed in pur-
suance thereof, in the same manner and to the same extent, in all re-
spects, as this State, its courts, and agencies, have and exercised over
other lands, and over matters and things arising, and over persons and
property of residents of this State residing elsewhere than upon such
lands. Persons residing in or on any land or lands in this State here-
tofore or hereafter acquired by the United States for park, monument,
or prison purposes, or now used by the United States for park, monu-
ment, or prison purposes, shall have the right of citizenship and the
right to vote at all elections within the county or city in which the said
land or lands are located upon like terms and conditions and to the
same extent as they would be entitled in such county or city had such
land or lands not been so acquired and/or used by the United States.
This act shall not limit or revoke in any manner any jurisdiction
now lawfully vested in the State of Virginia, its courts, and agencies
over matters, things, persons and property herein above referred to.
