I. Be it enacted by the general assembly of Virginia, That the
State highway commission is authorized and empowered to maintain
a proper detour from a point in Prince George county on State high-
way route number thirty-five, near the city of Petersburg, over the
Jerusalem plank road, to the city limits of said city of Petersburg,
until the completion of the fill now being constructed by the said city,
and the re-opening of the regular route through said city for said
State highway route number thirty-five.

2. An emergency existing by reason of the present unsatisfactory
condition of the detour used for said route number thirty-five, this
act shall be in force from its passage.
