Chap. 340.—An ACT to provide for a commission to study the forestry con-
ditions of the State, to prescribe the powers and duties of said commission
and to make an appropriation to carry the provisions of this act into effect.

1. Be it enacted by the general assembly of Virginia, That a com-
mission be appointed to study the forestry conditions of Virginia, said
commission to consist of five members, one from the members of the
senate, to be appointed by the president of the senate, one from the
members of the house of delegates, to be appointed by the speaker of
the house, the State tax commissioner and two citizens of the State
to be appointed by the governor. The commission shall elect one of its
members chairman and may employ a secretary. If any vacancy occur
on the commission, it shall be filled in the same manner as the original
appointment was made.
2. The commission shall assemble the forestry and forest taxation
laws of the different states in the union; make a careful study of the
different methods of promoting forestry in those states, including the
different methods of taxing forests and waste lands in other states,
and shall study the forestry conditions in Virginia, and attempt to
ascertain what methods of taxation of forests and waste lands in Vir-
ginia would have the most favorable effect upon the agricultural and
industrial welfare and prosperity of the State.
The commission, or their representative, may hold public or other
hearings at such times and places in the State as in their judgment
will afford the best opportunities to Obtain full information on the
above mentioned subject, and shall make report of their findings, with
such recommendations as they may deem proper to the nineteen hun-
dred and thirty-two session of the general assembly. The said report
shall be published by the first day of January, nineteen hundred and
thirty-two, and copies thereof immediately sent to the members of the
general assembly.
The members of the commission shall receive no compensation fot
their services, but shall be paid their actual expenses incurred in the
performance of their duties under the provisions of this act.
3. For the purpose of defraying the actual expenses of the mem.
bers of said commission and their incidental expenses incurred in the
performance of their duties hereunder, a sum not exceeding one thou-
sand five hundred dollars is hereby appropriated out of any monies ir
the treasury not otherwise appropriated, the same to be paid by the
treasurer on the warrant of the comptroller, approved by the chairmar
of the said commission. But no expenditure shall be made, or obliga-
tion incurred by the commission, unless and until approved by the
governor; nor shall any warrant, authorized by this act, be paid until
approved by the governor.
