Chap. 300.—An ACT to appropriate a sum of money for the education of
Gale McGuire Turner, who lost his left hand, caused by an explosion of
a detonator, placed by some member of Battery H, 246 Coast Artillery
Corps, Virginia National Guard, near the room of said battery, in the town of
Christiansburg, Virginia. [S B 350]

Whereas, the said Gale McGuire Turner, now age twelve years,
lost his left hand on the sixteenth day of July of nineteen hundred
and twenty-eight, caused by the explosion of a detonator, placed by
some member of Battery H, two hundred and forty-six Coast Ar-
illery Corps, Virginia National Guard, near the room occupied by said
battery; and, whilst said Virginia National Guard does not admit any
legal liability for leaving said detonator exposed where said Turner
picked it up, yet said battery does feel it a moral obligation to help the
said Turner in some appropriate way, in which said moral obligation
the general assembly of Virginia concurs; now, therefore,
1. Be it enacted by the general assembly of Virginia, That there
e appropriated from the moneys of the Commonwealth of Virginia,
ut of the State treasury, not otherwise appropriated the sum of twa
hundred dollars per year, for the next ensuing four year beginning on
the first day of October of nineteen hundred and thirty ; said annual
expense to be paid to a guardian to be appointed by the circuit court
of Montgomery county, Virginia, for the said Gale McGuire Turner,
who shall give bond in the penalty of two thousand dollars, with good
security, conditioned according to law; said three hundred dollars per
year to be expended by said guardian for the education of the said ward,
first, in the high school or schools of Virginia, and second, in one of
the colleges or universities of Virginia, maintained by the funds of this
State. And in addition thereto, that there be appropriated out of the
funds of the State of Virginia two hundred and forty-six dollars to pay
to said guardian to pay the hospital expenses that occurred in the treat-
ment of the said Gale McGuire Turner and incident thereto when he
received said injury.
