Chap. 290.—An ACT to authorize the board of supervisors of Richmond county
to settle by compromise or other agreement the lines between the court house
bounds of Richmond county and the adjoining property owners and to
make and execute proper conveyances to carry out these; or to make and
execute quit claim deeds to such adjoining property owners where said lines
are in doubt or dispute; and to authorize said board to acquire additional
land adjoining said court house bounds. [S B 303]

Whereas, it appears that the original lines of the court house bounds
of the county of Richmond, located and being in the village of War-
saw, are now, and for some time have been, in dispute, and no original
survey or map of the said court house bounds as originally laid off,
has been located up to this time among the records of said county or
elsewhere, though diligent search has been made for the same; and
whereas, in the interest of both the county and the contiguous property
owners it is necessary and desirable to definitely fix and determine, if
possible, the lines between the said property owners and the court house
bounds of said county ; now, therefore,
1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of Richmond county be and it is hereby authorized,
in its discretion, to settle by compromise, or by any other agreement
it may deem best, the controversies and contentions now existing be-
tween the adjoining property owners and the said board of supervisors
as to whether or not the said property owners’ lines as they now exist
encroach on the court house bounds of the said county of Richmond:
and wherever the present existing lines are disputed as being the cor-
rect lines between the said adjoining property owners and the said
court house bounds, or there is any doubt in regard to same, that the
said board of supervisors be and it is hereby authorized. in its discre-
tion, to make and execute in behalf of the county of Richmond the
necessary and proper conveyances to carry out any compromise settle-
ment or other agreement effected with said adjoining property owners,
or to make and execute in behalf of the said county of Richmond quit
claim deeds to any or all of the aforesaid property owners whose said
lines are in dispute, or are in doubt as aforesaid, upon such terms and
for such considerations as may be agreed on between the said property
owners and the said board of supervisors of Richmond county, even
though the amount of land left as undisputed court house bounds
should be less than two acres now prescribed by law. Any deed given
pursuant to this act shall be held to be sufficiently executed if said board
shall cause its name to be affixed thereto by its chairman, with the seal
of the said board attested by its clerk. Any sums of money derived
from such owners as considerations for such quit claim deeds to be
paid into the county treasury and may be appropriated for such county
purposes as the board may prescribe. And the said board of super-
visors is further authorized and empowered, in its discretion, to use
any of the funds so derived, and any other county funds the said board
may see fit, to purchase such additional land as it may see fit adjoining
the court house bounds of Richmond county.
