1. Be it enacted by the general assembly of Virginia, That the
board of visitors of R. E. Lee Camp, number one, Confederate Veter-
ans, is hereby authorized and empowered in its discretion, to admit into
the Confederate soldiers’ home at Richmond, any person who was
during the war between the States, engaged in the manufacture of
munitions in the service of the Confederate States.
