Chap. 156.— An ACT to authorize the city of Newport News to issue bonds to
the maximum amount of $300,000.00 to be used for the following purposes :
$90,000.00 for the erection of buildings, including prison barracks on the city
prison farm; $80,000.00 to provide a city armory; $50,000.00 for the acquisi-
tion of lands for city parks and playgrounds and making permanent improve-
ments thereon; $50,000.00 for the purchase or lease of land for an airport
and for the erection and construction thereon of improvements necessary for
this purpose; $50,000.00 for the permanent street improvements and $20,000.00
for sanitary sewers, and to authorize a tax sufficient to pay the interest
thereon and to create a sinking fund for their redemption. [H B 211]

1. Be it enacted by the general assembly of Virginia, That in addi-
tron to any other indebtedness of the city of Newport News and the
certificates or bonds which the city has heretofore issued, the council
of said city may, by four-fifths vote thereof, from time to time, borrow
sums of money not exceeding a total of three hundred thousand dol-
lars $300,000.00 and to issue bonds or certificates of indebtedness
therefor; said bonds or certificates of indebtedness to be issued in such
form and denominations and to be payable at such time or times, not
exceeding twenty years from the date thereof, as the said council may
provide; they shall bear interest at not exceeding six per cent (6%)
per annum and shall not be sold for less than par and shall be signed
by the mayor and countersigned by the city clerk.
2. Out of the proceeds, the sum of fifty thousand dollars ($50,-
000.00) shall be used for the erection and equipment of buildings,
including prison barracks on the city prison farm; eighty thousand
dollars ($80,000.00) to acquire either by the purchase of land and
building or the purchase or condemnation of land and erection of a
building for a city armory; fifty thousand dollars ($50,000.00) for
the acquisition by purchase or condemnation of lands for city parks
and playgrounds and making permanent improvements thereon; fifty
thousand dollars ($50,000.00) for the purchase or lease of land for
an airport and for the erection and construction thereon of all improve-
ments necessary for this purpose; fifty thousand dollars ($50,000.00)
for permanent street improvements and twenty thousand dollars ($20,-
000.00) for the construction of sanitary sewers.
3. While the said bonds or any part of them remain outstanding,
the council of said city shall annually levy a tax upon all real estate
and personal property, subject to local taxation in said city, sufficient
to pay the interest on said bonds and the principal as it matures on
serial bonds so issued and to create a sinking fund for the payment of
the principal on any sinking fund bonds that may be issued hereunder.
