Chap. 14.—-An ACT to authorize and empower the city of Suffolk to acquire
by purchase, the lot and building owned by Washington Square Realty
Corporation, and situated on the corner of west Washington street and
south Saratoga street, in said city; to use a portion of the lot for widening
and improving west Washington street; to remodel and improve the residue
of said property, and to own, hold and use, rent, lease or sell the same or any
part thereof; and to borrow money for said purposes and issue and sell
bonds therefor. [H B 20]

Whereas, in the opinion of the city council of the city of Suffolk
the safety of the public makes it necessary that west Washington street,
in said city, be widened at or near its intersection with south Saratoga
street; and,
Whereas, in order to make said improvement it will be necessary
for the city to acquire a parcel of land situated at the corner of west
Washington street and south Saratoga street, in said city, owned by
the Washington Square Realty Corporation and entirely occupied by
the “law building” ; and,
Whereas, said Washington Square Realty Corporation is unwilling
to sell to the city merely the parcel of land actually needed for said
street improvement, but is willing to sell the entire property, land and
building ; and,
Whereas, if the city should acquire, by condemnation proceedings,
the parcel of land actually needed for widening said street, it would
be required to pay not only a just compensation for the land taken,
but also the damages resulting to the residue of the property ; and,
Whereas, it appears to be to the financial advantage of the city
to acquire the entire lot and the building thereon, and thereafter to
widen and improve said street, to remodel and improve the residue of
the property, to hold, use, rent or lease such residue, and to sell same
if and when expedient so to do; now, therefore,
I. Be it enacted by the general assembly of Virginia, That the said
city of Suffolk is hereby authorized and empowered to acquire, by
purchase, the said lot and the building thereon, together with the rights
and privileges appurtenant thereto, at such price and on such terms and
conditions as may be agreed upon by the city council and the owner
of said property; to use such portion of said lot, as in the opinion of
the city council is necessary for widening and improving west Wash-
ington street; to remodel and improve the residue of the property ;
to own, hold and use the said residue of the property, and to rent
or lease said residue, or any part thereof, on such terms and conditions
as the city council may deem proper, and to sell the same, or any part
thereof, if and when the city council may so determine and on such
terms and conditions as to the city council may seem proper.
Z. The said city council is hereby authorized and empowered to
borrow money for said purposes and to issue and sell bonds therefor,
all bonds issued by said city council to be so issued and sold in the
manner and under the conditions prescribed by the charter of said city.
3. An emergency existing, this act shall be in force from its
passage.
