Chap. 98.—An ACT to validate an ordinance of the city of Hopewell adopted by
the city council of the city of Hopewell on the 29th day of August, 1927,
authorizing the issue of fifty thousand dollars ($50,000.00) worth of bonds,
twenty-five thousand dollars ($25,000.00) of which is to be used to construct
a jail and twenty-five thousand dollars ($25,000.00) of which is to be used to
institute and maintain sewerage and culverts and other public improvements in
the city of Hopewell, and to validate an election held on the 8th day of
November, 1927, submitting to the qualified voters of the city of Hopewell
the right to pass on the issuing of said bonds, pursuant to chapter 122, of the
Code of Virginia; and authorizing the city of Hopewell to issue fifty thou-
sand dollars ($50,000.00) worth of bonds, twenty-five thousand dollars ($25,-
000.00) as jail bonds and twenty-five thousand dollars ($25,000.00) as sewer-
age and other public improvement bonds. [S B 53]

1. Be it enacted by the general assembly of Virginia, That an
ordinance enacted by the city of Hopewell, adopted by the city
council of the city of Hopewell on the twenty-ninth day of August.
nineteen hundred and twenty-seven, authorizing the issue of fifty
thousand dollars ($50,000.00) worth of bonds, twenty-five thou-
sand dollars ($25,000.00) of which is to be used to construct a jail
and twenty-five thousand dollars ($25,000.00) of which is to be
used to institute and maintain sewerage and culverts and other
public improvements in the city of Hopewell, shall be held and the
same is hereby declared valid and effective.
2. And that an election held on the eighth day of November,
nineteen hundred and twenty-seven, submitting to the qualified
voters of the city of Hopewell the right to pass on the issuing of
said bonds, be and the same is hereby declared valid and effective.
3. And the city of Hopewell is hereby authorized to borrow
money in the sum of fifty thousand dollars ($50,000.00) and issue
bonds therefor within the limitations prescribed by section one
hundred and twenty-seven of the Constitution.
4. Twenty-five thousand dollars ($25,000.00) of said bond issue
to be used for a city jail, and twenty-five thousand dollars ($25,
000.00) of said bond issue to be used to institute and maintain
sewerage and culverts and other public improvements.
5. That the faith and credit and property of the said city of
Hopewell shall stand pledged as security for the payment of the
principal and interest of all bonds issued pursuant to this act; and
in each year while said bonds or any of them are outstanding and
unpaid there shall be levied upon all of the taxable property of
said city subject to local taxation a tax sufficient to pay the
principal and interest of said bonds.
6. That said bonds shall be made to mature as provided in
ordinance of the city of Hopewell adopted on the twenty-ninth
day of August, nineteen hundred and twenty-seven and shall not
be sold for less than par, nor shall they bear interest at a rate
exceeding six per cent (6%) per annum.
7. That such bonds shall be signed by the mayor of the city
of Hopewell and attested by the city clerk.
8. All acts or parts of acts in conflict with this act are hereby
repealed.
9. An emergency is hereby declared to exist, and this act shall
be in force from its passage.
