Chap. 511.—An ACT to authorize the manufacture of motor vehicle license
plates, road signs and kindred articles for the use of the State or to be sold.
with prison labor at the penitentiary; to authorize the purchase of the neces-
sary equipment and matcrials and the employment of the necessary foremen
and all things necessary or incident to the manufacture of said license plates,
markers and kindred articles. [H B 1961]

1. Be it enacted by the general assembly of Virginia, That the
hoard of directors of the penitentiary be, and they are hereby author-
ized, with the approval of the governor, to contract for, purchase and
have installed in the State penitentiary, at Richmond, the necessary
equipment required for the manufacture, with prison labor, of motor
vehicle license plates, road signs and other kindred articles for the use
of, or to be issued or sold by the Commonwealth; and to manufacture,
with prison labor, at the penitentiary, all motor vehicle license plates,
road signs and kindred articles needed for, or required or authorized
to be issued or sold by the Commonwealth, or any department thereof,
and to purchase the necessary raw materials for such purpose, and
to do all things that may be necessary for the manufacture of such
motor vehicle license plates, road signs and kindred articles authorized
by this act, including the employment of the necessary foremen to
supervise the work.
2. The said board of directors is hereby authorized, in its discre-
tion, subject to the approval of the governor, to contract with muni-
cipalities, within or without the State, with other States or districts,
for the manufacture and sale to such municipalities, States or districts,
of license plates, road signs and kindred articles, provided the same
does not interfere with supplying the needs of the Commonwealth.
3. The said board of directors is also authorized to cause said arti-
cles so manufactured to be delivered to the proper departments of the
State government or to such purchasers.
