Chap. 509.—An ACT to provide for a commission to consider the question of
the advisability of adopting compulsory compensation insurance in this State
with reference to the operation of motor vehicles therein; to prescribe the
powers and duties of such commission; to authorize the employment of ex-
perts to assist the commission, and to appropriate the sum of $1,500.00 to
defray the expenses of the commission, and to pay for the services of its
employees. [H B 125]

1. Be it enacted by the general assembly of Virginia, That a com-
mission be appointed to consider the study the advisability of passing
legislation in Virginia providing for compulsory compensation insurance
with reference to the operation of motor vehicles in this State. Said
commission shall consist of six members; one to be appointed by the
president of the senate from the membership of the senate, two to be
appointed by the speaker of the house of delegates from the member-
ship of the house of delegates, the director of the division of motor
vehicles, the State tax commissioner and the chairman of the industrial
commission. The commission shall elect one of its members chairman
and another secretary. If any vacancy shall occur on the commission,
it shall be filled in the same manner as the original appointment was
made.
2. The said commission shall make a careful study of the question
ot compulsory compensation insurance as relates to the operation of
motor vehicles in this State, with a view to determining the advisability
of passing legislation providing for such compensation insurance by
the next session of the general assembly. The commission shall con-
sider the cost of such insurance, and the method by which the fund
necessary to be created for the operation of such insurance should be
administered, especially with reference to the advisability of having
such fund admmnistered by the industrial commission. The commis-
sion shall work out a schedule of awards of compensation for injuries
and death resulting from the operation of motor vehicles, said schedule
to be graduated in accordance with the injuries sustained, and also to
prepare a table showing the cost of compulsory compensation insurance
carried by the State as compared with compulsory compensation insur-
ance carried by insurance companies, and as compared with the cost
of compulsory lability insurance carried by insurance companies.
3. The commission may hold public meetings and hearings at such
times and places in the State as, in its judgment, will afford the best
opportunities to obtain full information on all of the above mentioned
subjects, and shall make full report of its findings with such recom-
mendations as it may deem proper, to the nineteen hundred and thirty
session of the general assembly. to which report shall be attached the
said schedule and statements herein required. The said report with
the schedule and statements required by this act shall be published as
a public document by the first day of December nineteen hundred and
twenty-nine, and copies thereof immediately sent to the members elect
of the general assembly.
4. In the performance of its duties, the commission shall have the
authority to employ such expert talent as may be required to assist
it in its investigation, and in preparing the necessary data to accom-
pany its report. But the compensation to be paid such experts shall
not exceed the amount appropriated by this act.
5. The members of the commission shall receive no compensation
for their services, but shall be paid their actual expenses incurred in
the performance of their duties under the provisions of this act.
6. For the purpose of paying the actual expenses of the members
of the said commission and other incidental expenses incurred in the
performance of their duties hereinunder, and for the employment of
necessary experts authorized by this act, and such incidental expenses
as the commission may incur in the performance of the duties required
by this act, the sum of fifteen hundred dollars, or so much thereof as
may be necessary, is hereby appropriated out of any moneys in the
treasury not otherwise appropriated. the same to be paid by the treas-
urer on the warrant of the comptroller upon the proper voucher, or
vouchers, required by the comptroller, approved by the, chairman.
