Chap. 462.—An ACT to provide a legislative committee to consider and investi-
gate all matters relating to the apportionment of that portion of the motor
vehicle fuel tax appropriated for the maintenance of the roads and bridges
in the several county highway systems, and for the construction and = recon-
struction of roads and bridges in such systems, and to prescribe the powers
and duties of said committee. [H B 337]

Whereas, the Commonwealth has adopted the principle of segrega-
tion, as a result of which it may be necessary to change the present
apportionment of that portion of the motor vehicle fuel tax appro-
priated for the maintenance of roads and bridges in the several county
highway systems of the State, and for the construction and recon-
struction of such highways; and,
Whereas it is impossible to make any change in the existing laws
which would definitely assure a fair, just and equitable method for the
distribution of such fund to all of the several counties over the State.
without a most careful, painstaking and deliberate study of the sub-
ject, which is impossible during a session of the general assembly ;
now, therefore,
1. Be it enacted by the general assembly of Virginia, That a com-
mittee be appointed to study the question as to the best means bv
which that portion of the motor vehicle fuel tax, appropriated for the
maintenance of roads and bridges in the several county highway sys-
tems of this State, and for the construction and reconstruction thereof,
may be best, apportioned so as to insure a fair, equitable and just dis-
tribution thereof among the several counties of the State. The com-
mittee shall consist of eight members, five to be appointed by the
speaker of the house of delegates, from the members of the house of
delegates, and three to be appointed by the president of the senate from
the members of the senate. The committee shall elect one of its mem-
bers its chairman and another its secretary. If any vacancy shall
occur on the committee, it shall be filled in the same manner as the
original appointment was made.
2. The said committee shall make a careful study of the question as
to the best means by which that portion of the motor vehicle fuel tax.
appropriated for the maintenance of the roads and bridges in the sev-
eral county highway systems of this State, and for the construction and
reconstruction thereof, should be apportioned to the several counties
of the State in order to insure the fairest, most equitable and just
method of apportionment. The committee shall also consider all mat-
ters having relation thereto or affecting the determination of such
question. It may hold public meetings and hearings at such times and
places in the State as in the judgment of the committee will afford the
best opportunities to obtain full information on all of the above-men-
tioned subjects, and, in the performance of its duties, shall consult with
the chairman of the State highway commission and the members of said
State highway commission. The committee hereby created shall make
full report of its findings, with such recommendations as may be
deemed proper, to the nineteen hundred and thirty session of the gen-
eral assembly. The said report shall be printed, and copies thereof
immediately sent to the members elect of the general assembly.
