Chap. 432.—An ACT to repeal section 3945 of the Code of Virginia, 1919, re-
quiring railroads to establish and maintain telegraphic and telephonic offices
along their lines and prescribing the duties of operators and train dispatchers.

Whereas, section thirty-nine hundred and forty-five of the Code
of Virginia, nineteen hundred and nineteen, is based upon an act
of the general assembly of Virginia, of March eighteenth, eighteen
hundred and eighty-four, and subsequent amendments thereof,
which was originally enacted for the purpose of requiring tele-
graphic and telephonic stations to he established and maintained
tor the safe operation of railroad trains in the State of Virginia, and
contains certain obsolete requirements no longer necessary for the
safe operation of trains because of improved methods and modern
appliances in use by railroads at the present time; and,
Whereas, by section thirty-seven hundred and twenty, of the
Code of Virginia, the State corporation commission of Virginia, in
respect of the operation of trains in this State, is given the power to
regulate the matter of the equipment of railroads to the end that
they should be operated in such manner as to promote the security
and accommodation of the public; and
Whereas, the interstate commerce commission, under the pro-
visions of the interstate commerce act, has undertaken to regulate
the matter of safety devices and automatic train control in respect
of the operation of railroad trains engaged in the interstate com-
merce: therefore,
1. Be it enacted by the general assembly of Virginia, That sec-
tion thirty-nine hundred and forty-five (3945) of the Code of Vir-
ginia, nineteen hundred and nineteen, be, and the same is hereby,
repealed.
