Newberry, of Bland county; Peyton G. Hale, of Grayson county; A. M.
Lybrook, of Patrick county, and B. F. Williams, of Nottoway county (known
as the “big four’), and John E. Massey and to have the same placed in
the State Capitol. [S B 230]

1. Be it enacted by the general assembly of Virginia, That a com-
mission be appointed, one from the membership of the senate, to be ap-
pointed by the lieutenant governor, two from the membership of the
house of delegates, to be appointed by the speaker, who shall have
executed a group oil painting of Samuel H. Newberry, of Bland county.
Peyton G. Hale, of Grayson county, A. M. Lybrook, of Patrick county
and B. F. Williams, of Nottoway county, and John E. Massey who,
in the days of reconstruction fought, with inflexible will, and stood in
unbending opposition to the plans and proposals which would had they
been carried out, placed the State of Virginia in political bondage.
The sum of one thousand dollars is hereby appropriated out c
any funds in the public treasury not otherwise appropriated to pay tt
cost of such painting, provided that such painting shall be done unde
the direction of the art commission and no contract shall be mac
and no expenditures except with their approval.
2. Be it further enacted that upon the completion of the portra
mentioned that it shall be hung in the State capitol at such place as tt
art commission of Virginia shall designate.
