Chap. 363.—An ACT to provide for a commission to study the condition of the
farmers of Virginia, to prescribe the powers and duties of said commission,
and to make an appropriation tc carry the provisions of this act into effect.

1. Be it enacted by the general assembly of Virginia, That a conm-
mission be appointed to study the condition of the farmers of Vir-
ginia, said commission to consist of eleven members, two to be ap-
pointed by the president of the senate from members of the senate,
three to be appointed by the speaker of the house of delegates from
members of the house of delegates, and six to be appointed by the
governor. The commission shall elect one of its members chairman
and another secretary. If any vacancy shall occur on the commission,
it shall be filled in the same manner as the original appointment was
made.
2. The said commission shall make a careful study of the general
condition of all of the agricultural interest in this State; the efforts
and expenditures made for general agricultural advancement; for the
standardization and sale of all kinds of farm crops and products; for
the improvement and marketing of live stock; and all other matters
affecting the general economic condition of the farmer.
The commission may hold public meetings and hearings at such
times and places in the State as in their judgment will afford the
best opportunities to obtain full information on all the above-men-
tioned subjects, and shall make full report of their findings, with such
recommendations as they may deem proper, to the nineteen hundred
and thirty session of the general assembly. The said report shall be
published by the first day of January, nineteen hundred and thirty,
and copies thereof immediately sent to the members elect of the gen-
eral assembly.
The members of the commission shall receive no compensation for
their services, but shall be paid their actual expenses incurred in the
performance of their duties under the provisions of this act.
3. For the purpose of paying the actual expenses of the members
of said commission and their incidental expenses incurred in the per-
formance of their duties hereunder, a sum not exceeding five thousand
dollars is hereby appropriated out of any monies in the treasury not
otherwise appropriated, the same to be paid by the treasurer on the
warrant of the comptroller, upon the proper voucher or vouchers re-
quired by the comptroller, approved by the chairman of said commis-
sion. But no expenditure shall be made, or obligation incurred by
the commission, unless and until approved by the governor; nor shall
any warrant, authorized by this act, be paid until approved by the
governor.
