ferries across New river, in the counties of Grayson and Carroll,
which are parts of public county roads, be, and they are hereby, placed
under the general supervision and control of the boards of supervisors
of said counties respectively, to the extent and for the purpose of
having the landings and the boats, cables and equipment used in the
operation of said ferries, kept in good repair, and good and efficient
service rendered to the traveling public.
It shall be the duty of the said boards of supervisors to periodi-

and the boats, cables and other equipment used at said ferries in their
respective counties, and they shall have the right by an order, or orders
entered of record in their minute books, at any time they may find
any such landing, boat, cable or other equipment out of repair, or in an
unsafe condition, to require the owners and/or operators of such ferry
to promptly place the same in such state of repair and in such con-
dition as the board may deem proper and sufficient for the safety and
convenience of the traveling public.
The said boards respectively shall also have the right, in the event

ing public, to require, by an order or orders entered of record, the
owners and/or operators thereof, to promptly secure and place there-
on, such additional boat or boats, and/or to supply such additional
hands as they may deem necessary to afford proper and sufficient ser-
vice to the public.
Any owner or operator of any such ferry who shall refuse or
neglect to comply with any order ot the said board, concerning any of
the things herein mentioned, shall be subject to a penalty of not less
than ten dollars nor more than one hundred dollars, to be assessed
by said board, with an appeal of right to the circuit court of the county
of the board making such assessment.
