Chap. 346.—An ACT to authorize the council of the town of Boydton, in the
county of Mecklenburg, to borrow a sum of money, not in excess of $40,-
000.00, and to issue bonds of said town therefor, for the purpose of acquiring
property, if necessary, and constructing a water system or sewerage system,
or both; and to provide for the payment of the interest on said bonds, and
the redemption of the principal thereof at maturity. [S B 376]

1. Be it enacted by the general assembly of Virginia, That the
council of the town of Boydton, in the county of Mecklenburg, be, and
it is hereby authorized and empowered to borrow money, not exceed-
ing forty thousand dollars, and to issue the bonds of the said town
therefor, the said bonds to be issued in such denominations and to be
payable at such time or times, not exceeding thirty years from the date
thereof, as said council may provide; they shall bear interest at not ex-
ceeding six per centum per annum, and shall not be sold for less than
par.
2. The bonds shall be signed by the mayor of the town and counter-
signed by the clerk of the council, with the corporate seal attached.
The proceeds derived from the sale of such bonds shall be used for
the purpose of acquiring property, if necessary, and constructing a
water system or sewerage system, or both, for the said town.
3. After the issuance of the bonds provided for in this act, the
council shall have authority to make annual appropriations out of the
revenues of the town to pay the interest on said bonds, and to pro-
vide a sinking fund to redeem the principal thereof at maturity, and,
if necessary, shall levy a special tax on all property subject to local
taxation within the limits of said town for said purposes.
4. But the foregoing provisions of this act are subject to the fol-
lowing qualification, that no bonds shall be issued under this act unless
and until at a special election to be held in the said town on such
date as may be fixed by the council thereof a majority of the qualified
voters of the town voting in the said election shall vote in favor of
the issuance of such bonds. Such election shall be conducted by the
regular election officers, and the returns canvassed and certified in all
respects in the manner prescribed by law for regular elections. On
each ballot shall be printed in separate lines the following:
Voters desiring to vote in favor of the issuance of the said bonds
shall strike out the words “against bond issue,” and voters desiring
to vote against the bond issue shall strike out the words “for bond
issue.” Voters striking out or erasing the word “for” or “against”
shall be deemed to have stricken out or erased the entire line.
9. An emergency existing, this act shall be in force from its passage.
