Chap. 161.—An ACT to amend and re-enact section 3464 of the Code of Vir-
ginia, relating to the retirement of judges of the supreme court of appeals.

1. Be it enacted by the general assembly of Virginia, That section
thirty-four hundred and sixty-four of the Code of Virginia be amended
and re-enacted so as to read as follows: Sane I
Section 3464. Any judge of the supreme court of appeals ot Vir-
ginia may retire from the bench at any time after having attained the
age of seventy years and after not less than ten consecutive years
service as such judge, upon giving the governor notice in writing of
his intention so to do; and the governor shall notify the comptroller
of all such ‘retirements, in order that he may keep a permanent roll of
such retired judges. Vacancies caused by such retirements shall be
filled in the manner prescribed by law for filling vacancies otherwise
occurring.
Any judge retiring under the provisions of this section shall, afte:
such retirement, and for so long as he may live, be paid by the State,
out of the general funds in the State treasury, compensation in the
amount of three thousand dollars per annum, the same to be paid in
monthly installments on warrants drawn by the comptroller.
2. An emergency existing this act shall be in force from its passage.
Chap. 168—An ACT to amend and re-enact section 3 of an act of aa saat
assembly entitled “an act to provide a new charter for the town of Narrows,
and shall thereafter be a part of the State highway system. The addi-
tion of such road to the State highway system and the maintenance
thereof shall not preclude the commission from making changes therein
for maintenance or construction purposes.
To gather and tabulate information and statistics on road building,
maintenance and improvements, and to disseminate the same through-
out the State through farmers’ institutes, good roads associations, and
the bulletins of the department of agriculture, or otherwise, and to
erect historical and other signs along the State highways and to pay
for the same out of funds set aside for the construction of roads in the
State highway system.
Chap. 161.—An ACT to amend and re-enact section 2, of chapter 180, of the
acts of the general assembly of Virginia, approved March 14, 1918, as
amended, relating to the establishment and maintenance of a home for persons
unable to care for themselves, to be known as district homes for the poor.

1. Be it enacted by the general assembly of Virginia, That section
two, of chapter one hundred and eighty, of an act of the general as-
sembly of Virginia, approved March fourteenth, nineteen hundred and
eighteen, as amended, be further amended and re-enacted so as to read
as follows:
Section 2. That each of these homes shall be erected upon a farm
of suitable size and of soil susceptible of high improvement, and be
controlled by a board to consist of at least one representative from
each county and city composing the district, but where a county or city
shall have more than twenty thousand inhabitants its representative
shall have one vote and an additional vote for every twenty thousand
inhabitants or fractional part thereof over ten thousand; provided, that
no city shall have more votes in any district than the combined votes
of the counties composing the districts. The representatives from the
counties shall be elected by the board of supervisors, and from the cities
by the councils thereof, and shall be entitled to necessary expenses
incurred in attending meetings of the board, and in addition each shall
receive an allowance of five ($5.00) dollars per day for each day that
he shall be in attendance on said board, said allowance, however, not
to exceed in any one year the sum of sixty ($60.00) dollars, to be
paid by the counties and cities, respectively; provided, however, that
in the district composed of Augusta, Albemarle, Alleghany, Bath and
Rockbridge, the compensation of the representatives on the board shall
be seven ($7.00) dollars per day and expenses, but the maximum allow-
ance in any one year shall not exceed the sum of one hundred and
fifty dollars ($150.00). The accounts for such expenses and allow-
ances shall be made out and verified by affidavits of the representative
and attested by the secretary of the board.
2. An emergency existing, this act shall be in force from its passage.
