Chap. 88.—An ACT to provide that the salary of no State officer or employee
which is payable by the State and which is not specifically fixed by law,
and the salary of no officer or employee of any State institution, board, -
commission or agency which is not specifically fixed by law, shall be
hereafter increased, or authorized to be increased, without prior authoriza-
tion of said board or commission and the consent of the Governor first
obtained in writing in each case. [S B 11]

1. Be it enacted by the general assembly of Virginia, That the
salary of no State officer or employee which is payable by the State
and which is not specifically fixed by law, and the salary of no officer
or employee of any State institution, board, commission or agency °
which is not specifically fixed by law, shall be hereafter increased, or
authorized to be increased, without prior authorization of said board
or commission and the consent of the governor first obtained in writ-
ing in each case. Any violation of this act shall constitute misfeas-
ance in office. Provided, however, that nothing herein contained
shall apply to teachers in the elementary or high schools of the Com-
monwealth, or to employees receiving compensation not in excess.
