Chap. 481.—An ACT to provide for the appointment of a commission to sug-
gest amendments to the Constitution of Virginia and to prescribe the
powers and duties of the said commission; also making an appropriation
to carry the provisions of this act into effect. [S B 91]
Approved March 25, 1926.
1. Be it enacted by the general assembly of Virginia, That there
shall be a commission to suggest amendments to the Constitution of
Virginia, which commission shall be appointed as hereinafter pre-
scribed, and shall have the powers and duties hereinafter specified.
2. The commission aforesaid shall consist of seven qualified
members, to be selected and appointed by the governor. The com-
mission shall elect one of its number chairman and another secretary.
If any vacancy should occur on the commission it shall be filled by
the governor in the same manner as the original appointment was
made.
3. The commission aforesaid shall study the Constitution of Vir-
ginia and propose in detail such revision of the same as it may be of
opinion will be for the best interests of the Commonwealth. “The
report of the commission shall be made to the general assembly at its
session of nineteen hundred and twenty-eight, and shall show in detail
every change or amendment suggested, with amplified reasons for the
same. The report shall be published by December, nineteen hundred
and twenty-seven, and a copy thereof sent to each member-elect of
the senate and house of delegates before the convening of the general
assembly.
4. The commission to suggest amendments to the Constitution
of Virginia shall hold its sessions in the hall of the house of delegates
or elsewhere as it may determine. Each member shall receive as
compensation for attending its sessions a per diem of ten dollars, and
shall be entitled to be reimbursed for his actual traveling and hotel
expenses incurred in attending such sessions, but no member shall
receive such per diem and expenses for more than one hundred days.
5. The commission aforesaid shall have authority to employ a
clerk and all other necessary assistants, technical as well as clerical,
and fix their compensation. All printing shall be done through the
superintendent of public printing but shall be paid for out of the sum
appropriated by this act.
6. For the purpose of carrying out the provisions of this act,
there is hereby appropriated, out of any moneys in the State treasury,
not otherwise appropriated, the sum of ten thousand dollars. The
same shall be paid by the treasurer of Virginia upon warrants of the
auditor of public accounts issued on vouchers signed by the chairman
of the commission and countersigned by its secretary.
